Café Sky Library (4F, international terminal, inside Hotel Portoum International Hokkaido) is a café combined with a curated book collection. Entry is free for all visitors. Hours are 11:00–17:00 (11:00–22:00 on Mondays and Tuesdays only), with 44 seats and a non-smoking policy throughout. Café menu items are paid; last order is 30 minutes before closing. After passing through security, you enter the boarding zone where dining choices are more limited. Two venues on the international 4F are the main options.

The 4F Food Court Wing is a self-service food court offering multiple genres — udon, hamburgers, ramen, onigiri, Korean cuisine, and more. Prices are relatively affordable compared to specialty restaurants elsewhere in the airport. Nigiri Sushi Kantaro (握り寿司 函太郎) International Terminal (inside the Hokkaido Market Dining Hall) operates on an order-based system, with nigiri starting from around ¥100 and premium sets available up to ¥5,200. Note that this is a separate location from the Gourmet Kaiten-sushi Kantaro on the domestic 3F. Both venues are accessible to boarding passengers only (after passing through security).
